BURNING WITHIN THE VILLAGE LIMITS

It's that time of year again!  The grass is becoming green again.  The snow is all gone.  It is time to clean up the yard and rake the leaves.  DO NOT burn leaves until after 6:00 p.m.  You may burn leaves between 6:00 p.m. and 12:00 a.m.  Burning garbage in barrels is not permitted.

STREET NUMBERS MUST BE DISPLAYED!

THE OWNER, OR OCCUPANT WHO IS IN CHARGE OF THE PREMISES MUST DISPLAY HOUSE NUMBERS.  The physical numbers must be 2-1/2 inches, and be displayed on the building so an ordinary person with ordinary eyesight can view the numbers.  The housing numbers can be picked up at the Siren Police Department at a low cost.  This is an issue that must be taken care of immediately!

 

CLEAN UP ORDINANCES

 

Sec. 9-3-5            STORAGE OF JUNK

 

Provides list of materials and uses standard of “which substantially depreciates property values in the neighborhood” unless given a permit by the Siren Village Board.

 

Siren Police Chief Chris Sybers can require by written order premises to be put in compliance within time specified and if not done, can have premises put in compliance and cost there of assessed as a special tax against the property.

 

Sec. 9-7            PUBLIC NUISANCES

 

Lists Public Health nuisances; including open garbage cans, noxious weeds, accumulations of refuse, tree limbs over sidewalks, dangerous trees, dilapidated buildings, abandoned refrigerators, and snow that is not removed.

 

Siren Police Chief Chris Sybers or Fire Department, DPW, Building Inspector to enforce.  Must be inspected before enforcement, give notice with 10 days time; the Village President may direct situation to be abated and cost charged to owner.  If there is immediate health, safety, peace, morals issue, 10-day wait is not necessary.

 

Other state laws can be used.  Then Sec. 9-7-7 says cost of abatement can be assessed against real estate as special charge.

 

Sec. 6-1-2 adopts State Statute 146-14 on Health nuisances and abatement.  The Siren Village Board will act as Board of Health.

 

Sec. 6-1-5            DESTRUCTION OF NOXIOUS WEEDS

 

Lists weeds covered, gives 5 days for cleanup, or Weed Commissioner can take care of it and cost can be assessed as a tax on the lands.

 

Sec. 8-1-8           JUNKED VEHICLES AND APPLIANCES ON PRIVATE PROPERTY

 

Property owner has 5 days after notification by police to remove vehicles or citation can and will be issued to owner or tenant.  After 20 days Siren Police Chief Chris Sybers can cause vehicle or appliance to be removed and impounded.  Cost of removal and sale shall be recovered from the owner.  If owner cannot readily be found, cost shall be charged to property as special charge on tax roll.

 

CURFEW

 

It is unlawful for any person under the age of 16 years of age to on foot, bicycle or in any type of vehicle on any public street, avenue, highway, road, alley, park, school grounds, swimming beach, cemetery, playground, public building or any other public place in the Village of Siren between the hours of 10:00 p.m. and 5:00 a.m., unless accompanied by his or her parent or legal guardian, or person having lawful custody and control of his or her person, or unless there exists a reasonable necessity therefore.

 

DRIVING ON MAIN STREET IN SIREN

 

346.33 Where turns prohibited, exception. 


346.33(1)
(1) The operator of a vehicle shall not turn the vehicle so as to proceed in the opposite direction upon a highway at any of the following places:
 
346.33(1)(a)
(a)  At any intersection at which traffic is being controlled by traffic control signals or by a traffic officer;
 
346.33(1)(b)
(b)  In mid-block on any street in a business district, except where the highway is a divided highway and where the turn is made at an opening or crossover established by the authority in charge of the maintenance of the highway.
 
346.33(1)(c)
(c)  In mid-block on any through highway in a residence district, except where the highway is a divided highway and where the turn is made at an opening or crossover established by the authority in charge of the maintenance of the highway.
 
346.33(1)(d)
(d)  At any place where signs prohibiting such turn have been erected by the authority in charge of the maintenance of the highway.
 
346.33(2)
(2) The operator of a vehicle shall not back the vehicle into an intersection at which turns are prohibited by
sub. (1) (a) for the purpose of turning the vehicle so as to proceed in the opposite direction upon the highway.
 
346.33(3)
(3) In this section, "mid-block" means any part of a street or highway other than an intersection.

 

 

PARKING ON HWY 35/70 WILL NOT BE UNSEEN

 

It is illegal to park anywhere on Hwy 35/70, except in between Main Street and Johnson Street on the Eastside of the roadway.  Siren Police Department will pursue with legal action.
